I recommend leaving early and arriving in Ho Chi Minh in the afternoon. You can book tickets from Phnom Penh to Ho Chi Minh at your hotel for about 10 USD. For traveling to Ho Chi Minh, you can also book budget AirAsia flights in advance, even months or years ahead, then visit Saigon. Ho Chi Minh's airport is not far; a taxi ride costs just a few baht, making it a convenient trip. Regarding taxis in Vietnam, a Vietnamese person recommended I take Mai Lin's green meter taxis.
