There is a daily bus departing from Hue Bus Station to Savannakhet Bus Station. It is an air-conditioned bus with assigned seating. You can book tickets in Hue through your hotel. When I traveled to Hue, I stayed at DMZ Hotel. Tickets bought through agents may be more expensive, but they offer hotel pickup to the bus station. The person assisting will ask for your passport to buy the ticket and then return your passport but not the ticket, as they want to hide the actual ticket price.
The bus from Hue departs around 8:00 AM and arrives in Savannakhet in the evening. The bus from Savannakhet also leaves in the morning and arrives in Hue by evening. The border crossing between Laos and Vietnam is the largest, called Lao Bao. You no longer need to fill out a border crossing form at Lao Bao, but sometimes you do. I have experienced both cases. It's safer to fill one out just in case. Recently, when I flew to Hanoi, only a passport was required without any border form.
The bus from Hue to Savannakhet or vice versa usually stops for lunch at a Vietnamese restaurant. The food is not very tasty. I recommend bringing your own food for lunch on the bus.
