Dong Ba Market offers souvenirs suitable for bringing back to Thailand, and prices here are highly negotiable. For example, Vietnamese hats can be purchased but check the quality as there are many grades. Next to Dong Ba Market, there is a department store where you can compare prices so you won't overpay elsewhere. I also walked there and queued to try the delicious French bread. To visit Dong Ba Market, just walk across the Perfume River bridge.
No need to take a cyclo or motorbike; a comfortable riverside walk will get you there quickly. Hue is a fairly large city, but the tourist area is mainly around the Perfume River, the old palace, and Dong Ba Market. There are two more markets in the tourist zone, so you don't have to cross to Dong Ba if you don't want to. You can rent a motorbike for 150,000 VND per day to explore Hue, which is affordable, but be cautious as locals are expert riders and there are many more vehicles than in Thailand. Exploring this area is fine, and you can find day tours to join.
