For breakfast, I saw two pho shops open.
The first shop is on the main road about 100 meters back the way we came from Udomchai. Most Phongsali people buy food at the market to eat at home. Another shop sells Lao-style rice noodles at the morning market. Both are delicious; I recommend the market shop so you can watch locals shopping. For lunch after descending from Phu Fa peak, I stopped to eat som tam (papaya salad) on the way down. For dinner, there are only two options: Chinese food and the guesthouse restaurant. Phongsali is a small town; you can ask anyone and walk a little to reach everywhere, or click the GPS coordinates I posted above the photos.

For those wanting to eat authentic local Phongsali food besides som tam at the path up to Phu Si Stupa, in front of the Lao Foreign Trade Bank there is a local shop selling traditional dishes like various vegetable salads, aolam, and many other dishes I don't know. This area is also a lunch spot for office workers. The must-try dish in Phongsali is the Phongsali Lao-style papaya salad. I recommend it especially for those taking the boat from Phongsali to Muang Khwa.
Leaving Phongsali town, wake up early to prepare lunch to eat on the boat because there will be no food for sale along the way. I recommend simple food like sticky rice, fried pork, or grilled chicken. I like to buy Phongsali-style duck mok (steamed duck in banana leaf) to eat on the boat.
