Muang Khua waits for the bus from Phongsali in the morning before departure. The boat fare is divided into two sections: from Had Sa to Muang Samphan and from Muang Samphan to Muang Khua. The fare is about 50,000 kip per distance.
You have to transfer several times because of the Nam Ou Dam, so you need to take two buses for another 10 kilometers to bypass the dam, then take the boat again at Muang Samphan. mr.hotsia (www.hotsia.com) has traveled to Had Sa for boat trips twice: the first time a long boat trip, the second time transferring at Muang Samphan. If the Nam Ou Dam is completed, I am not sure if boat trips will still be possible. Actually, Phongsali town is only 80 kilometers from Muang Khua on the Nam Ou River, but traveling by boat through the river's bends takes more time and distance.
The Nam Ou Dam is being constructed north of Muang Samphan. The dam is about 30-40 kilometers upstream from Muang Khua. In 2014, the dam construction had progressed significantly, with an expected completion in 5 years. Once the dam is finished and water is stored, the area above the dam may become a lake, but I am not certain.
