When I traveled, the road was under construction and expected to be completed in a year or two.

The journey takes at least 15 hours. There are daily buses from Mandalay. Another route is from Kalay. Traveling to Kalay might involve a bus from Mandalay passing through Monywa. This route takes about ten hours to Kalay, plus another 12 hours to Hakha. I recommend flying to Kale - Monyo (Kale; Kalaymyo, Kalemyo) and then taking a car to Hakha for convenience. Hakha is building an airport, but it will take several years to complete.
Once completed, the flight from Mandalay will take just over an hour. For me, Mr. Hotsia, on March 16, 2016, I traveled from Magway to Mandalay, stayed overnight, and on the morning of March 17, 2016, flew with KBZ Airlines from Mandalay to Kale - Monyo (Kale; Kalaymyo, Kalemyo) in Sagaing Region. The ticket cost 110 USD. The flight attendants were very beautiful. This town has about five hotels; three accept foreign tourists. Accommodation costs start at 40 USD per night.
I stayed at a hotel opposite Kale - Monyo Airport named Taug Za Lat, paying 48 USD in March 2016. Mr. Hotsia explored Hakha City, the capital of Chin State. There is one daily bus service. If using the large public bus like the one I took, travel is also possible by van. During January when it snows, large buses are mainly used. Each year, about a few buses fall off cliffs, but passengers are usually safe because drivers ask them to get off at dangerous spots and drive alone. Drivers often jump out before accidents.
For me, Mr. Hotsia, I traveled by bus going and returned by van. You can arrange transportation through your hotel. If the hotel cannot assist, buy tickets at the bus station. I recommend purchasing tickets one or two days in advance because most buses are fully booked. Vans are more convenient and faster during snow-free seasons. Buses are local vehicles also used for cargo transport. Mr. Hotsia enjoys traveling in April 2016. GPS coordinates (POI): 23°11'32.604"N, 94°1'38.597"E.
