New accommodations and hotels in Bagan are divided into three zones. The zone I recommend for backpackers is Nyaung-U town.
There are guesthouses and hotels at various price levels. Although prices are cheaper than other zones, they are still relatively expensive. Hotel prices in Nyaung-U area are about 1000 baht, even for guesthouses. When I traveled, I stayed at Grand Empire Hotel, costing about 1000 baht per night. I stayed there for 2 nights. Another hotel I stayed at was recommended by a guidebook. Grand Empire Hotel is located outside the main tourist walking area but offers good value for the price.
The New Park Hotel is located in the backpacker alley zone, but comparing value and service, I prefer Grand Empire Hotel. Accommodations in Old Bagan and New Bagan zones are mostly for tourists traveling with tours. They offer shuttle services to various sites or cater to tourists with higher budgets who rent cars for sightseeing. If you want to stay peacefully and comfortably with massage and spa services, choose these two zones. For staying in Old Bagan, consider the Tharabar Gate Hotel.
I think the location is good with beautiful views of the old town. Staying here means you want a pagoda view, not a river view. For staying in New Bagan, I recommend hotels I have reviewed for value and popularity on Agoda, so you can book with confidence. In my opinion, not all hotels recommended by guidebooks are good. Some fail to maintain quality or raise prices. When traveling, check rooms, prices, and locations again to find the best deal.
I believe you will find accommodations that are good value and to your liking. From my experience, newly built hotels are often better and cheaper than older recommended hotels.
