Phan District is part of Chiang Rai province. It used to be called Mueang Phan. Phan District is 49 kilometers from Chiang Rai city. Few people stay in this district because it's just a short drive to Chiang Rai.

Phan District is located between Phayao and Chiang Rai. I visited Phan during the Candle Festival, which allowed me to see the vibrant colors of the district. Phan has many old houses, an indoor market, and Wat Phra That Chom Waet, one of the nine recommended pagodas to pay respect to. The pagoda is on a small hill, accessible by car or on foot. The Candle Festival I experienced felt very community-driven but impressively well done, though not as grand as Ubon Ratchathani's festival.
The festival is full of authentic local life. Villagers from various subdistricts fully participate. Each subdistrict has performances, decorated processions, and beautifully carved candles. I couldn't believe this was just a district-level event because it was grand enough to be national level. But it is true because this is Phan District. Phan has a large evening market called Khlong Thom Market, selling food and goods. Many locals visit the market. Phan town has a 7-11 and a clay pot noodle restaurant I tried and found delicious.
Some say Phan Ocha restaurant is delicious, but unfortunately, I didn't get to try it. Another place I ate was a northern Thai noodle dish called Khao Soi near the town center, close to the 7-Eleven, which was very tasty. When I visited Phan, I stayed at Chiang Tung Hotel with room rates of 350 baht for a fan room and 500 baht for an air-conditioned room. I stayed in the fan room. Mr.Hotsia, July 2013.
