I recommend staying at Nice Guesthouse located in the center of Phonsavan village. You can book the hotel in advance through Agoda as it often gets fully booked. The owner also manages tours to Thung Hai Hin and offers good service at reasonable prices. In Chiang Khuang, many drivers tend to overcharge for tours to Thung Hai Hin, but I find the price at Night Guesthouse acceptable. Actually, there are many hotels to choose from in Chiang Khuang, but from what I have seen, this one works well.
At the Chiang Yai intersection in the city center, there is a large multi-story hotel. I once planned to stay at Chiang Khuang Hotel. From comments I read, the staff are said to be inattentive, hard to contact, and not very customer-focused. However, I have never stayed there myself, so those comments on Agoda might not be accurate.
