Dien Bien Phu is a city well known among Thai people for its historical battlefield. There was a famous Thai movie called "Escape from Dien Bien Phu Hell Camp" that I watched in the past. Nowadays, Dien Bien Phu is an important route for traveling from Thailand to northern Vietnam.

Sapa Dien Bien Phu is still home to many Black Thai people. The houses I passed were all inhabited by Thai-speaking people who understand each other. You could say that when visiting Dien Bien Phu, you won't starve; you can ask for food and water. To travel to Dien Bien Phu from Thailand, use the border crossing at Chiang Khong, Chiang Rai Province, then cross to the Huay Sai side in Bo Keo Province. Then take a car from Huay Sai to Muang Xay in Oudomxay Province (4 hours). Stay in Muang Xay for one night. Accommodation is next to the bus station, about 200 baht per night.
The next day, take the 8:00 AM bus from Oudomxay to Muang Khua (4 hours). Stay one night in Muang Khua. At 6:00 AM the following day, there is a bus to Dien Bien Phu, arriving in the afternoon. You can book accommodation in Vietnam or walk in. Prices range from 300-500 baht per night with air conditioning and wifi.
Mosquito nets are also provided, but I have stayed in Dien Bien Phu several times and never saw a single mosquito. In summary, accommodation in Dien Bien Phu is affordable and there is no need to book in advance unless you want peace of mind. Regarding food, Dien Bien Phu has many pho shops and rice dishes with various side dishes. Pho costs about 40 baht per bowl. Rice dishes are charged per person. There are a few a la carte dishes costing about 80 baht per person. (At the Dien Bien Phu border crossing, the fee is 120 baht per person.) I think food prices in Dien Bien Phu are higher compared to Thailand. Compared to Hue and Hoi An, Thai food prices are higher.
For those who like beer, "Hanoi Beer" is available here mostly in small bottles sold at 30 baht per bottle or 15,000 dong. For tourist attractions in Dien Bien Phu, the first recommendation from Mr.Hotsia is the Black Thai Market.
Dien Bien Phu has two markets. The one by the river has more Black Thai people. When traveling in Dien Bien Phu, it is important to communicate with fellow Thai people (Black Thai) because it makes you feel that there are Thai people in other countries as well. Another attraction is the high hills that were battlefields where northern Vietnam fought the French (see the coordinates I posted above the picture). There are tank craters and tunnels used to transport disassembled artillery to the hilltops.
Besides visiting the historical sites featured in the movie "Escape from Dien Bien Phu Hell Camp," you can also enjoy beautiful views of Dien Bien Phu from above.
